I'm aligning with @Butternut and @Elsa here. Thigh measurements are not generally taken by agencies, just hips, waist and bust. I would say agencies would only take thigh measurements if a client had a specific requirement, if say the creation they needed modelled had bizarre and rigid measurements and they needed to make sure the girl would fit, not something that would happen often, if at all. Same for weight, the practice of agencies weighing models is extremely uncommon now days, especially amongst the higher reputed agencies - no one wants a model telling the media they're being weighed, that would land any agency in moral hot water. Measurements and visual appearance are all that matter, obviously that aligns with a low weight, but the exact numbers are fairly irrelevant, they just need to look good and fit the clothes, if they achieve that but for whatever reason also manage to be freakishly heavy (this is theoretical), no one's really going to give a shit.
